Pada hari Jumat, 6 September 2013, kegiatan di FKP Unud dimulai dengan kuliah umum yang dilakukan oleh Dr. Hiroaki Kuze. Kuliah umum ini bertemakan "Fundamental of Remote Sensing" yang secara sekilas tidak banyak berkaitan dengan ilmu kelautan atau manajemen perairan, namun dari garis besarnya, mahasiswa juga mendapatkan informasi mengenai ilmu kelautan secara umum. Dr. Hiroaki Kuze adalah seorang peneliti dari CeReS (Center of Remote Sensing) yang mengambil bidang pada Atmospheric Remote Sensing, Pollutant, Aerosol, dan Cloud dengan berpusat di Chiba University, Japan.

Kuliah ini diawali dengan informasi mengenai bencana alam yang diteliti secara keilmuan, telah menunjukkan peningkatan signifikan seiring tahun. Disini beliau menerangkan penggunaan World Risk Index, yang melingkupi exposure (populasi dan komponen infrastruktur), Susceptibility (keadaan rumah, ekonomi, dan penghasilan masyarakat sekitar), Coping capacities (pemerintah, serta layanan sosial dan medis), Adaptive capacity (kemampuan pendidikan, perlindungan, dan investasi), dan akhirnya menggabungkan keempat faktor tersebut dalam World Risk Index. Salah satu realitas penyebabnya apabila dikaitkan dengan ilmu kelautan adalah perubahan iklim, terkait dengan meningkatnya permukaan air laut dari radiasi pada perairan global dan Samudra Pasifik. Kurangnya kapasitas air pada wilayah tertentu juga disebutkan dapat menjadi salah satu faktor penyebab kerusakan keseimbangan alam.

Data ini diperoleh melalui peninjauan beberapa model satelit yang ada dengan spesifikasi kemampuannya masing-masing. Selain itu, satelit juga menunjukkan penggunaan listrik yang banyak pada wilayah Jepang, dengan asumsi bahwa penggunaannya banyak ditujukan pada cahaya-cahaya di wilayah perairan untuk kepentingan penangkapan ikan; khususnya cumi-cumi. Melalui satelit itu pula, siklus glacial-interglacial dari jumlah CO2 di atmosfer yang biasanya berjumlah 200-300 ppm, saat ini telah mencapai angka 380 ppm yang sudah diluar batas keseimbangan. Maka dari itu, salah satu akibat yang disebutkan adalah terancamnya terumbu karang di Asia melalui pemanasan global yang bukan tidak mungkin menyisakan hanya 37% dari keseluruhan yang ada.

He also explain the application of World Risk Index, which cover exposure (population and infrastructure component), Susceptibility (housing, economy, and community income), Coping capacities (government, along with medical and social services), Adaptive capacity (education, protection, and investment), and eventually combined those four factors into the World Risk Index. One of the reality of its cause; when related to marine science, is climate change, in relation to sea water level increase of radiation on Global and Pacific Ocean.
